No desktop effects - ROSA marathon kde

Hello, I'm using Radeon HD 4250 on AMD's 880G chipset. I cannot get desktop effects to work. I just get a message "The following desktop effects could not be started, folloewed by a list of the names of effects." Could anyone please confirm whether or not my card is blacklisted and why I can't run desktop effects?
